Importantly, to talk about ‘levelling up’ is to acknowledge that the UK has the largest regional inequalities of 26 OECD countries, including the USA, France, Germany, Spain, Sweden and South Korea. While some areas of the UK, particularly parts of London and the South-East, do very well on a number of measures, others, mainly in the post-industrial heartlands of the North and Midlands, Wales and Scotland suffer from a range of problems, including poverty.
The Institute for Fiscal Studies report, The Green Budget (2020) which looked at regional inequalities in the UK, also compared it with similarly economically developed countries. It stated:
