In March 2024 the prime minister of Poland, Donald Tusk, warned that Europe had entered a ‘pre-war era’, alerting other democratic leaders to the danger that ‘We are living in the most critical moment since the end of the Second World War.’ Tusk made clear that the threat to European peace came directly from Russia, which under President Vladimir Putin has become increasingly autocratic, aggressive, nationalistic and expansionist.
