The Edexcel specification focuses on paternalism, while for AQA paternalism is a factor in considering how conservatives view the role of the state.

Paternalismis the practice of the state managing or governing society in a way that is considered outwardly beneficial for individuals. Conservatism has an ambivalent attitude towards paternalism. To different degrees, all aspects of conservatism are concerned that paternalism treats adults as if they were children, which can both arrest individuals’ development and leave them reliant on the state.
