The US Congress has long been unpopular. In the nineteenth century, Mark Twain referred to members of Congress as the only ‘native American criminal class’. Such views appear to have changed little over the past century. Congress’s 2020 approval rating of 25% was lower even than that of Donald Trump in the latter months of his presidency.
