Do liberals believe in state intervention?

YES

Modern liberals believe that the purpose of government is to create conditions where people can help themselves and fulfil their individual potential. This means that they favour an increase in government intervention in order to promote positive freedom. Positive freedom is a conception of freedom which sees the state playing an active role in assisting individuals, helping them reach their full potential.
