The five permanent members of the UN (the ‘P5’: France, China, Russia, the USA and the UK) are outdated — they represent the world order after the Second World War, not today. France and the UK are no longer considered to be significant powers and many of the emerging powers are missing. There are no ‘Southern’ powers and Europe is over-represented.

Some strong contenders for becoming permanent members include Germany, Japan and India. These countries have changed their position significantly since the end of the Second World War:
