The two key classical liberals are John Locke (1632–1704) and John Stuart Mill (1806–73). They both viewed society in an atomistic sense where the individual was paramount. Locke and Mill argued that individuals thrive best in a society with a small, limited state where they can enjoy negative freedom with minimal interference.
