Barack Obama takes questions after delivering remarks on the US Supreme Court decision on immigration, 23 June 2016

On 23 June 2016, the Supreme Court doomed Obama’s legacy on immigration reform in just nine words: ‘The judgment is affirmed by an equally divided court.’ These nine words allowed for the blocking of Obama’s executive actions which would have granted up to 5 million undocumented immigrants freedom from deportation. It left Obama without any meaningful progress on immigration reform in his 8-year tenure.

Immigration was a key issue for the 2016 presidential candidates: Trump promised to ‘build a wall’ while Clinton promised to ‘advocate for comprehensive immigration reform’. There were 27 million eligible Hispanic voters in 2016, and with immigration being among their top three concerns (along with the economy and education), immigration policy was an important factor in winning votes.
