On 1 October 2015, President Obama strode up to the podium at the White House for at least the eighth time in his presidency to express his deep remorse at a mass shooting — this one at a college in Roseburg, Oregon, in which eight students and a teacher were killed. ‘Frustrated Obama Says American Gun Culture “Doesn’t Make Sense”’ headlined NBC News.

But in his eighth and final year in office, it is not just about gun control that Obama feels frustrated. He is frustrated about Russia, about Ukraine, about Syria, about Iraq, about Afghanistan, about ISIL, about not closing Guantanamo, and at home about illegal immigrants and the economy — the list could go on. Too often, Obama looks frustrated and powerless. So second-term Obama looks very much like a lame duck. Is this typical of secondterm presidents?
