The USA is a federal country. Political power is divided between the federal government in Washington DC and the 50 individual states. While the Constitution gave specific powers to the federal government, it also sought to protect ‘states’ rights’.
All of this is sometimes represented in simple terms. It can seem as if the federal government has its areas of responsibility (such as national defence) and the states have theirs (such as education or the laws governing marriage and divorce).
