IR Can you outline the origins and work of the Constitution Unit?

RH I founded the Constitution Unit in 1995, to do detailed work on the opposition parties’ growing plans for constitutional reform. The 18 long years in opposition had gradually opened Labour’s eyes to the realities of the British constitution, and winner-takes-all political system.
