Incomplete or accomplished?

Alexandra Kelso argues that parliamentary reform will never be entirely finished but by considering the process of parliamentary reform we can come to understand why it is often controversial and difficult

Parliament—like most political institutions—is a contested institution. We disagree about what Parliament should do, how it should do it, and on whose behalf it should act. The reason we disagree is because Parliament matters a great deal in our political system. Its decisions have consequences for us all about:

■ whether we go to war with, or intervene in, other countries (e.g. Iraq in 2003, Syria in 2013)
