A June 2013 Gallup poll found that only 10% of Americans had ‘a great deal’ or ‘quite a lot’ of confidence in Congress. This represented the lowest level of confidence ever found for Congress, or for any institution that Gallup has polled on.This suggests that Americans, at least, think Congress is ‘the broken branch’. Here are five reasons why.

The story of the last few years has been one of divided government and gridlock. The 112th Congress (2011–13) passed just 561 bills, making it the least productive Congress since records began in 1948. The 113th Congress may well surpass it in terms of unproductivity.
