Departmental select committees were created in 1979 to scrutinise the expenditure, administration and policy of government departments — an example of Parliament being strengthened against the executive. However, their effectiveness has been debated.

The most significant criticism is that they cannot compel the government to follow their recommendations — they are ‘watchdogs without teeth’. McNaughton writes:
