Energy security in Hong Kong

Hong Kong is not a country — it is a Special Administrative Region (SAR) of the People’s Republic of China (Figure 1). Under the ‘one country, two systems’ policy, Hong Kong is entitled to make decisions about its own energy security, with final approval being given by China. It is not common for a city to consider its own energy security. It is therefore interesting to explore how independent Hong Kong is in decision-making for its fuel mix. How much freedom has been given by China to Hong Kong?
