Country J is classified as a low-income country by the World Bank, with GNI per capita of US$580 in 2012. Its human development index (HDI), at 0.359, places the country in the low human development group of countries — it is ranked in the lowest 10 countries in the world. Country J had a population of about 6 million people in 2012. Population has been growing at an average rate of 3.1% per year since 2000.

Given these facts, it is no surprise that Country J faces major challenges. More than half of the population live below the international poverty line of $1.25 per person per day. Unemployment is also high — the World Bank notes that in 2006, 3 out of every 10 men aged between 20 and 24 were neither formally employed nor in school. The country’s performance in health and nutrition is among the worst in the world.
