Country A is classified by the World Bank as a lower middle-income country, with GNI per capita of US$2,050 in 2010. In terms of the human development index (HDI), Country A falls in the medium human development group of countries, registering a value of 0.644, with a ranking of 112 out of 187 countries in the world in 2011. Country A has a population of about 94 million. The country is made up of more than 7,000 islands, although the majority of the people live on just 11 of these.

Country A is located in a region where several countries have experienced rapid growth during the past 50 years or so but Country A has not been so successful. Figure 1 shows annual growth of GDP per capita since 1961, as compared with growth in the region. You can see in the figure that Country A has closely tracked growth in the region since about 1994 but that its performance was much weaker in earlier years, with some serious interruptions to its progress — most notably in the mid-1980s.
