Country Z is classified by the World Bank as an upper middle-income country, with GNI per capita of US$4,660 in 2008. In terms of the human development index (HDI), Country Z falls in the high human development group of countries, registering a value of 0.689, with a ranking of 79 out of 160 countries in the world. Country Z has a population of about 47 million.

Country Z has good endowments of natural resources, including oil, coal and natural gas, not to mention gold, silver, emeralds and platinum. Its main (official) exports are petroleum, coal, minerals, coffee and flowers. In spite of the richness of the resource base, Country Z faces some major challenges.
