Issues among staff that might make them especially reluctant to move from the status quo, such as lack of trust, perhaps because of an unhappy experience of a previous management initiative.

An attempt by senior management to bulldoze staff into accepting a change they are suspicious of. It will have been done with no consultation, i.e. a top-down, autocratic process. This might work, or might backfire badly.
