Passionate debates about the creation of a bill of rights have taken place in the UK several times in the last 50 years and much earlier charters are well known, such as the Magna Carta and the Bill of Rights 1689. British people have been starkly divided on what the content of the rights should be and whether those rights need codification. The present debate is similar in character and shows similar divisions of opinion.
