In Question 9 the focus is on thinking about some fundamental principles that underpin the law and then trying to relate these to specific areas of law. In many centres, the material for Question 9 is introduced later in the course, and it is certainly useful as a way of bringing things together and showing how individual legal rules are part of a wider pattern.
For all of Papers 1, 2 and 3, Question 9 will always focus on one of the concepts of law (justice, morality, fault or balancing of conflicting Interests) or on some part of the theory that underpins each substantial area.
